The chances of a major emergency happening, statistically does not warrant every child playing with their phones and disturbing the class. Most things that are called emergencies really aren emergencies anyway. Schools are generally good at contacting parents in case of emergency and there probably isn a day that goes by without the office allowing a child to phone home because the child forgot his or her lunch. I know when my kids have been sick, there was never an issue with contacting me to pick them up.

Some of these kids are so young to have such powerful technology in the palms of their hands. They don understand how far reaching their actions are. If your kids need a phone for safety or peace of mind, that fine, but does they really need unrestricted access to the internet on their phones?
On the other hand, I DO think that cell phone use should be limited in school. Calls and texts DURING CLASS should be prohibited, as should accessing the internet while the children should be studying. I think if the school is diligent about applying common sense rules about cell phone use, there is no reason to prohibit the devices on school grounds.
Additionally, this child was supposed to be learning, but obviously he was completely distracted from any learning that might have been taking place elsewhere in the room.
With more and more kids having phones, and smart phones at that, all kinds of crazy things were going on with the phones in school. One child was taking photos of unsuspecting kids with his phone during class, and immediately posting the photos on the web with Instagram. He was holding the phone under the table and taking photos of kids private areas. Obviously the kids were fully clothed, but of course there are weirdos out there who would love these pictures regardless. Honestly, I don think the child was trying to take photos for twisted pedophiles, I think he was simply taking photos while hiding the camera under the table so the teacher wouldn see. Photos of kids private areas were what he got, and so he posted them in an attempt to show off and be "cool."
In addition, they distracting and let face it, it very tempting to take one out in class and try to hide it from the teacher and plays games, etc. Not only does it distract the child, but when the teacher finds out, the whole classroom is interrupted. Many parents feel secure that they are a phone call away from their child for example, at a bus stop, or after school, if pick up arrangements have been forgotten, or changed.
This system has been approved by law enforcement in our state, meaning, the school is not breaking any laws by confiscating the phones and asking for a fine in order to get the phone back. The system is working quite well and has cut down on the number of kids who were sneaking their phones out in class.
However there is an age limit to such things and I strongly believe that a 5, 6, or 7 year old child that barely knows the first thing about writing, communication and math should be allowed to have a cell phone to use freely during school hours for playing with apps, testing or talking to others on the web. I strongly oppose of those parental views and conceptions. Yes, a child should be allowed to take a cell phone to school, but that cell phone should only be used for the purpose of communicating with family during emergencies and during school hours and class that phone should be off at all times. However, there is no need for a cell phone in a classroom at any age. I told my students to keep them in their book bags, ringer off. Kids should not be emailing, texting, or playing online games, nor should they be making calls. There is simply no compelling reason to have a cell phone in a classroom. Should children be allowed to carry a cell phone to school
Personally, I think children should be allowed to carry a cell phone on their person to school. Possession of a cell phone by kids in school allows a means by which they can be geolocated if lost or abducted. It also allows parents to communicate with their children.
